A Tazewell County Board Committee of the Whole voted 19-1 to direct the Finance Committee to re-examine the county’s Fiscal Year 2020 budget for possible amendments at Wednesday’s meeting.


The measure is a response to recent revenue projections for the fiscal year that were substantially lower than the county expected to receive when the FY-20 budget was initially adopted. Tazewell County Board Chairman David Zimmerman saw the move as a precautionary step in the face of an economic downturn brought on by the COVID-19 pandemic.


“(Keeping the current budget) would be similar to a household where you saw some dark days ahead and you said ‘That’s all right, we’ve got enough savings,’ rather than saying ‘Maybe we’ve got to cut back on the cable bill and cut back on the cell phone bill,’” said Zimmerman. “All we’re doing tonight by reopening this budget is keeping our options open. I don’t know what Finance will do, ultimately.”


County Board member Brandon Hovey cast the lone dissenting vote.


The board unanimously voted to push the due dates on property tax payments back by one month in response to the COVID-19 pandemic. The first installment of 2019 taxes payable in 2020 will be due July 1, with the second installments having a due date of Sept. 1. Also meeting unanimous approval was a resolution to amend the county’s Health Insurance Plan document. The amendment adds provisions to the plan that are mandated by the Families First and Coronavirus Response Act and the Coronavirus Aid, Relief and Security Act.


In other business, the board:


- Unanimously approved a bid from R.A. Cullinan and Son to repair and resurface a total of 13.26 miles of roads in various locations around the county. The projects will cost $3,260.847.03 and will be paid for with Motor Fuel Tax funds.


- Accepted a bid from Stanford Heating and Cooling for a heating, ventilation and air conditioning project for the kennel area at Tazewell County Animal Control. The cost of the project is not to exceed $12,720.


- Approved the transfer of $12,000 to pay preparation fees for Revolving Fund Loan Close Out applications for the Community Development Block Grant program.


- Authorized a quarterly payment of $18,750 to the Greater Peoria Economic Development Council.
